Responsibilities

·         Working in a classified role for the U.S. Central Command (USCENTCOM).

·         Developing a Test & Integration Lab for the USCENTCOM Headquarters.

·         Perform detailed project planning, including requirements definition, budgeting, developing and documenting solution development methodologies, resource scheduling and marketing.

General Dynamics, MacDill AFB, FL, October 2005 – October 2007

Responsibilities

·         Worked in a classified role under the Defense Intelligence Agency (DIA); providing senior project management oversight and support to the Performance, Analysis & Engineering Branch.

·         Performed process analysis, engineering, and implementation utilizing industry standards and best practices from ISO, ITIL, PMI, and MSF.

·         Managed major enterprise IT Service initiatives:  Configuration Management Database (CMDB) Solution, Capacity Management Solution, Enterprise Event Management Suite, SharePoint Portal & Services Development & Content Management, and Groove Virtual Networks.

Independent Consultant, October 2004 – October 2005

Responsibilities:

·         Chief Project Manager of a $3M Enterprise Document Imaging, Management, and Workflow System.

·         Provided consultation services for Service Level Management, assessment, process reengineering, training plans; as well as IT and Business Process Outsourcing (BPO) including ROI analysis, partner procurement, contract negotiation (SOR/SOW), pilot operations, go-live & roll-over, and post execution review.

IT Service & Project Management

SPSS, Inc., Dallas, TX, July 1998 – October 2004

Responsibilities:

·         Operated a successful IT hosting and services outsourcing operation in Dallas, TX; which provided Application Service Provider (ASP) and Managed Service Provider (MSP) products and services for Market Research.

·         Architected 2 Network Operation Centers (NOC) and managed their implementation and operations:  Onshore—Miami Florida, Offshore—Mexico City Mexico.

·         Managed automation tool projects such as Real-time Status Monitors (Command Center), Load Management (Traffic Cop), and Project Activity Manager (PAM).

·         Managed ASP development project; a web based Market Research questionnaire scripting, programming, data collection, analysis and reporting application suite.

·         Managed customer management system implementations for regional offices.

Achievements:

·         Developed, implemented and managed successful ASP and MSP business models.

·         Developed mrSupport, a High-Speed Telephony Server configuration and inventory management application.

·         Delivered $6M in BPO and ASP products and services; and $1.2M in MSP (hosting) revenues.

IT Service & Project Management

LanVision, Inc., Cincinnati, OH, May 1996 – June 1998

Responsibilities:

·         Consultation, implementation, training and support for Medical Records and Patient Accounts paperless workflow and optical imaging systems.

·         Performed pre-sales support; including the design and development of prototypes and pilots.

Achievements:

·         Established and managed a Technical Support Department—including Standard Operating Procedures (SOP).

·         Developed core business intelligence system (Oracle Web Engine), saving over $500K first year.

Military Service

U.S. Air Force, Systems Operations, 251st Combat Communications Group, December 2000 – January 2006 (Retired)

Responsibilities:

·         Network Operations & Security Center (NOSC) Project Manager / Systems Engineer—managed deployment of NOSC's to forward locations; included planning, engineering, installation & configuration of servers and routers, and disaster recovery plans.

·         Web Development—designed and developed web based global communications systems status reporting applications.

Achievements:

·         Developed Theatre Aerospace Systems Reporting (TASR), and Communications Status (COMMSTAT)—systems provide key leaders with near real-time situational awareness of airfield and communication systems status throughout their Area of Responsibility (AOR).

·         Served in Operation Enduring Freedom (13 Months), Operation Iraqi Freedom (6 Months).

·         Received Meritorious Service Medal; and various state and federal commendations.

U.S. Army, Telecommunications Operations Chief, 76th Infantry Brigade, January 1983 – December 2000

Responsibilities:

·         Planned and supervised the installation, operation and maintenance of communications systems (C4).

·         Provided brigade Communications Security (COMSEC) Custodianship for accounts controlled by the National Security Agency (NSA).

Achievements:

·         Developed and deployed Tactical Web (TACWEB)—provides communications link status in a bubble-chart format commonly used in tactical operations centers (TOC).

·         Awarded 138th Signal Battalion (38ID) NCO of the year in 1989; and various state and federal commendations.
